Programming Note
If the user has the placed the Librarians Day Lunch (PAN Only Event) in their cart but they do NOT have a category of PAN, PAN Eligible, PAN Equivalent, PAN Provisional they will receive an alert message to remove the function and the Submit button will be disabled.
